Thailand, Laos Explore Direct Energy Investments

Thailand and Laos are seeking to reduce electricity costs through direct state-to-state energy investments, bypassing private intermediaries. The initiative was discussed during a recent visit by Thai Deputy Prime Minister and Minister of Energy Pirapan Salirathavibhaga to the Lao People’s Democratic Republic. The bilateral talks, held in early May 2025, focused on mechanisms to streamline cross-border clean energy trade.

Key among the discussions was the prospect of enabling Thailand’s Generating Authority of Thailand International Company Limited (EGAT) to invest directly in Lao energy projects. This approach would allow Thailand to import electricity via its own state enterprise, potentially lowering costs and improving supply reliability. Thailand already sources a portion of its electricity from Laos, and deeper collaboration could enhance energy security in both nations.

Ongoing agreements between the two countries were also reviewed, with further plans underway to strengthen clean energy cooperation. Upcoming meetings between Minister Pirapan and Lao Deputy Prime Minister Saleumxay Kommasith are expected to address bilateral strategies for a more integrated energy supply chain.

Addressing separate matters, Minister Pirapan stated that his visit was unrelated to recent reports involving the National Anti-Corruption Commission (NACC). An internal inquiry revealed procedural errors concerning a reported summons, which the NACC has confirmed was issued in error and holds no official status.

The energy meetings included high-level participation from both governments, including Lao Minister of Energy and Mines Phosai Sayasone, and are part of ongoing efforts to deepen regional cooperation on renewable energy and infrastructure.
